The creation of a Norm-Referenced Test is very important to take into consideration. 

- an item pool  is created 

- items are arranged in sequence according to difficulty

- a developmental version is field-tested with a small sample

- professionals critique the assessment 

- revision is made

- administered to a larger sample

Norm-Referenced tests- Tests that allow teachers to compare the averages in performance of one student to the performance of other students of the same age or grade.

-The norm group is a group of diverse students (e.g., linguistic, disabilities, cultural, etc.) which sets the average performance of the assessment therefore they should be similar in background, age, or grade.
