As future teachers decision in RTI is very important : 

Team members need to agree upon the criteria.

They need to determine if the changes seen are reliable.

Teachers need to determine the intervention's effectiveness.

However, measurement of progress can be made with different types of measurement. 

Absolute Change  Reliable Change Index Percent of non-overlapping data points Percent change Visual Inspection
examine the change of an individual student.  subtract a student's post-test score from the pretest score and divide by the standard error of the difference score.  the data points that is plotted after the intervention begins that are not represented during the baseline.  use the mean of the baseline and compares it with the average of the intervention. a score that the student must reach in order to make progress as a result of the intervention.
